The railway is an entire infrastructure, a technological complex that includes railway tracks and other structures, railway stations, power supply devices, communication networks, signaling, centralization and blocking systems, information complexes, traffic control systems, and other buildings (both underground and above ground), structures, facilities, devices, and equipment that ensure the functioning of this complex. This infrastructure is located on land for which the Railway is responsible.

Free land plots along railway right-of-ways can be leased to individuals and legal entities for agricultural use, passenger services, cargo storage, loading and unloading areas, construction of rail-side warehouses, and other purposes.
In other words, the railway is a "state within a state." To ensure the fulfillment of all the above tasks, there are wells on the Railway lands for water supply, the water level of which needs to be measured and monitored, as in all other wells. This includes the use of KELLER level transmitters. The point is that if this well is on Railway land, the Railway is responsible for organizing and executing this task.
